For the purposes of registering foreign citizens and persons without citizenship arriving to the Kyrgyz Republic, the government of the Kyrgyz Republic approved an order of registration of the foreign citizens and persons without citizenship and also duration of stay without registration in the Kyrgyz Republic for citizens of 92 foreign states. It is stipulated in a government resolution: “On issues of registering foreign citizens and persons without citizenship in the Kyrgyz Republic” dated 19 December 2016 #689.

The registration of foreign citizens and persons without citizenship arriving to the Kyrgyz Republic is performed by territorial units of passport issuing office of the Department for registering population and acts of civic conditions of the State Registration Service under the government of the Kyrgyz Republic.

Order of registering foreign citizens and persons without citizenship

Registration of foreign citizens and persons without citizenship arriving the Kyrgyz Republic as tourists and for private purposes is made based on submission of following documents:

For private persons acting as an accepting party:

• an application of a foreign citizen or a person without citizenship;
• a solicitation letter of the hosting party. Citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who hold a permanent residency permit can act as the hosting party;
• power of attorney for solicitation on behalf of an individual person, in case a representative is submitting the solicitation;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, and also its copy with a valid visa;
• a passport of a Kyrgyz Republic citizen, a permanent residency permit of a foreign citizen or a person without citizenship who is a hosting party, and its copies;
• receipt that certifies payment of a state fee;

For legal entities acting as a hosting party:

• a solicitation of the hosting party;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, with a valid visa and its copies;
• power of attorney for solicitation on behalf of a legal entity, in case a representative is submitting the solicitation;
• a receipt that certifies payment of a state fee.

Registration of foreign citizens or persons without citizenship enrolled to educational institutions of the Kyrgyz Republic, is made for the duration of a study visa for foreign citizens of states that have visa-free regime – for one academic year upon submission of following documents:

• an application of a foreign citizen or a person without citizenship;
• a solicitation of the educational establishment verified by a stamp and specification of actual place of residence of a foreign citizen or a person without citizenship;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, with a valid visa and its copies;
• power of attorney for solicitation on behalf of a legal entity, in case a representative is submitting the solicitation;
• a receipt that certifies payment of a state fee.

Registration of foreign citizens and persons without citizenship who arrived to the Kyrgyz Republic for the purposes of working or performing private entrepreneurship, is made for the duration of a work visa, and for foreign citizens with visa-free regime registration is made for the duration of an employment agreement or permission to work issued by an authorized body in the sphere of migration, or for one year if entrepreneurship is performed by citizens of member states of the Eurasian Economic Union. Following documents are submitted for registration:

• an application of a foreign citizen or a person without citizenship;
• a solicitation letter of the hosting party. Citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who hold a permanent residency permit or legal entities can act as the hosting party;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, with a valid visa and its copies;
• power of attorney for solicitation on behalf of a legal entity or an individual person, in case a representative is submitting the solicitation;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, with a valid visa and its copies;
• a work permit issued by an authorized body in the sphere of migration for citizens of states which have visa-free regime (except for citizens of member states of the Eurasian Economic Union), and also a copy of the permit;
• an employment agreement or a certificate on registration of individual entrepreneur and notarized copies for citizens of the member states of the Eurasian Economic Union;
• a passport of citizen of the Kyrgyz Republic, a permanent residency permit of foreign citizen or person without citizenship, who acts as a hosting party, and its copies;
• a receipt that certifies payment of a state fee.

Registation of foreign citizens or persons without citizenship who have a status of kayrylman, is made for the duration of the certificate of kayrylman upon submission of following documents:

• an application of a foreign citizen or a person without citizenship acknowledged as kayrylman or a solicitation letter of the hosting party. Citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who hold a permanent residency permit and also legal entities can act as the hosting party;
• power of attorney for solicitation on behalf of an individual person or a legal entity, in case a representative is submitting the solicitation;
• a certificate of the kayrylman issued by authorized state body in the sphere of migration, and its copy;
• a passport of a Kyrgyz Republic citizen, a permanent residency permit of a foreign citizen or a person without citizenship who is a hosting party, and its copies;
• a receipt that certifies payment of a state fee;

Registation of foreign citizens or persons without citizenship who have a status of refugee or a person who requests to acknowledge him or her as the refugee, is made for the duration of certificate of refugee or a certificate of person seeking refuge issued by an authorized state body in the sphere of migration.

Registration of foreign citizens or persons without citizenship who arrive to the Kyrgyz Republic for business purposes based on cooperation with religious organizations or other purposes, is made upon submission of following documents:

• a solicitation of the hosting party. Legal entities can be a hosting party;
• a passport of a foreign citizen or a person without citizenship or other identification document, unless otherwise stipulated in international agreements where the Kyrgyz Republic is a participating party, with a valid visa and its copies;
• power of attorney for solicitation on behalf of a legal entity, in case a representative is submitting the solicitation;
• a receipt that certifies payment of a state fee.

Duration of stay without registration in the Kyrgyz Republic for citizens of 92 states is according to Attachment

In case of changing of a place of stay, a foreign citizen or a person without citizenship is obliged to report to the Department or its territorial bodies about a new place of stay.

According to provisions of the Code of the Kyrgyz Republic “On administrative responsibility”, a foreign citizen who violates fixed terms of their stay in the Kyrgyz Republic will be fined in the amount of hundred standard units.
